This is a a portion of the Six Million Dollar Man mission control playset from 1976. This was part of a large lot of vintage toys I picked up at an auction recently. I couldn't make out what this was from the auction photos, and bought the lot largely to see what it was. It paid off, as I double my investment with this one sale.
