This is an interesting issue. It is not a comic, but rather a fan zine (a magazine published by fans about something they are a fan of, in this Doctor Who). This is from 1986 and was only published in the UK. Not sure how it made its way to Canada, but it was purchased by someone in the UK, so it is headed back across the pond.
