This was part of a lot of toys, and it took me a while to identify, but it turns out it is a campfire piece from a GI Joe set. Some people want to complete the sets, and so I'll gladly take $15 for a piece of rubber.
I'd have never known it was a campfire! Thought it was a volcano.
