This is a MAD Magazine Card Game. I have no idea how it works, but I do know that MAD magazine memorabilia is relatively collectible. Found this hanging in a bag at VV for $5, and sold it for almost $40. Not a bad flip. Thankfully it was complete, though there was some minor damage to the card holder. This would be an ideal thing to keep a look out for at a garage sale - small, easy to miss, and likely not going to be very expensive.
